This requires integrating the a-spatial theory of capital accumulation and its internal contradictions with the spatial/geographical theory of imperialism that invokes geopolitical and geo-economic struggles between nation-states. I argue that the two are linked by the way capital deals with the (...) problem of absorbing capital surpluses, namely through geographical fixes. The geographical fix requires imperialist expansionism and the battering down of all barriers to the spatial movement of capital. Liberty and freedom are frequently invoked to justify political action. Presidents as diverse as Woodrow Wilson, Franklin Delano Roosevelt, John F. Kennedy, Ronald Reagan, and George W. Bush have built their policies on some version of these noble values. Yet in practice, idealist agendas often turn sour as they confront specific circumstances on the ground. Demonstrated by incidents at Abu Ghraib and Guantánamo Bay, the pursuit of liberty and freedom can lead to violence and repression, undermining our trust in universal (...) theories of liberalism, neoliberalism, and cosmopolitanism. Combining his passions for politics and geography, David Harvey charts a cosmopolitan order more appropriate to an emancipatory form of global governance. Political agendas tend to fail, he argues, because they ignore the complexities of geography. Incorporating geographical knowledge into the formation of social and political policy is therefore a necessary condition for genuine democracy. Harvey begins with an insightful critique of the political uses of freedom and liberty, especially during the George W. Bush administration. Then, through an ontological investigation into geography's foundational concepts—space, place, and environment—he radically reframes geographical knowledge as a basis for social theory and political action. As Harvey makes clear, the cosmopolitanism that emerges is rooted in human experience rather than illusory ideals and brings us closer to achieving the liberation we seek. (shrink)

In this new book, David Harvey seeks to determine what is meant by the term in its different contexts and to identify how accurate and useful it is as a description of contemporary experience.

This paper responds to Kauffeld’s 2009 OSSA paper, considering the adequacy of his “commitment-based” approach to “ordinary presumptive practices” to sup-ply an account of presumption fit for general application in normative theories of argument. The central issue here is whether socially-grounded presumptions are defeasible in the right sorts of ways so as to pro-duce “truth-tropic” presumptive inferences.

The most frequent criticism of the target article is the lack of clear separability of human speech data relative to neuroethological data. A rationalization for this difference was sought in the tinkered nature of such new adaptations as human speech. Basic theoretical premises were defended, and new data were presented to support a claim that speakers maintain a low-noise relationship between F2 transition onset and offset frequencies for stops in pre-vocalic positions through articulatory choices. It remains a viable and testable (...) hypothesis that the phenomenon described by the locus equation is a functional adaptation of production mechanisms to processing preferences of the auditory system. As is the case with most pre‐modern philosophers of India, very little historical information is available about Bhartṛ‐hari. There are many interesting legends, some turned into extensive plays and poems, current about him. However, it is impossible to determine on their basis even whether there was only one philosopher called Bhartṛ‐hari. The appellation “philosopher” could unquestionably be applied to the author or authors of at least two Sanskrit works that are commonly ascribed to Bhartṛ‐hari.

The gap between Marx’s theoretical writings on political economy and his historical writings arises out of certain limitations that Marx placed upon his political-economic enquiries. These limitations are outlined in the Grundrisse where Marx distinguishes between the universality of the metabolic relation to nature, the generality of the laws of motion of capital, the particularities of distribution and exchange, and the singularities of consumption. What an analysis of the content of Capital shows is that Marx largely confined his efforts to (...) identifying the law-like character of production to the exclusion of all else. While this allowed him to identify certain laws of motion of capital within any form of the capitalist mode of production, it did not and could not constitute a total theory of a capitalist mode of production. A better understanding of what it is that Marx can do for us through his identification of the general laws of motion leads to a far better appreciation of what it is that we have to do for ourselves in order to make Marx’s theoretical findings applicable to particular conjunctural conditions, such as those that have arisen throughout the economic crisis that began in 2007. A. BOX, DAVID HARVEY, AND MICHAEL SILVERTHORNE Many scholars interested in David Hume will have encountered his defense of the beleaguered Archibald Stewart as it appears in an appendix in John Valdimir Price's The Ironic Hume (Austin: University of (...) Texas Press, 1965). Additionally they might know of Price's discussion for The Biblioteck of 1973 of a copy with manuscript markings. A reason for revisiting this pamphlet is that the National Library of Scotland has graciously given permission to reproduce a copy (shelfmark NE.10.e.4) featuring a preface and significant markings in manuscript not in the copy that Price reproduced in his book. As Hume assumes considerable familiarity with the events to which he alludes, we have annotated the text to make it fully intelligible to readers two and half centuries after its composition. The rudimentary bibliographic facts and mysteries are as follows. Two editions survive to us, an octavo (in fours) and a rare duodecimo. Although there is no reason to regard the duodecimo as a second edition correcting or augmenting a first edition, it probably was manufactured after, and was textually derivative from, the octavo. Cooper" in 1748, but William Strahan's ledgers register the printing in December 1747 of only the octavo in an edition of 1000 copies.1 The job is listed under bookseller Andrew Millar's account, not Mary Cooper's, probably for the reason that Cooper was a front whose role was to screen the true producers. It is possible that Millar hired someone other than Strahan to print the duodecimo, but it is also possible that someone other than Millar had it printed to mimic the octavo and take the opportunity it offered for concealment.2 A different editorial judgment is evinced in the duodecimo in that cosmetic measures are taken in it to obscure the identities of two military men ridiculed. For example, "Fowke" is rendered as "F—" and "John Cope" as "J-C-----." A digression on Mary Cooper is in order. This remarkable woman (died 1761) took over her husband Thomas's business upon his death 9 February 1743. That business had a history of "publishing" pamphlets and therefore made a plausible front for Millar, who in at least thirty-six other instances, none requiring courage, was willing to have his name appear on a title page with "M. Cooper." (This figure derives from a search by imprints using the English Short-Title Catalogue.) Until Thomas Cooper died, his name appeared on editions of John Armstrong's The Oeconomy of Love (1736 and thereafter) though only Millar's name is listed in the Stationers' Register (Foxon, English Verse A303-A311), and Mary's name is on the title page of the 1753 edition for which Strahan charged Millar (Strahan Papers, Add. MS 48800, s.v. August 1753). It was perhaps in this pattern that the second edition of Hume's heterodox Philosophical Essays (1750) would be reissued in 1751 with a new title page replacing Millar's name with Cooper's. That book was made temporarily a more alarming property by the superstitious panic of the London populace following the winter earthquakes in 1750, presaged by a bloody cloud. Legal expert systems are computer applications that can mimic the consultation process of a legal expert to provide advice specific to a given scenario. The core of these systems is the experts’ knowledge captured in a sophisticated and often complex logic or rule base. Such complex systems rely on both knowledge engineers or system programmers and domain experts to maintain and update in response to changes in law or circumstances. This paper describes a pragmatic approach using process modelling techniques that (...) enables a complex legal expert system to be maintained and updated dynamically by a domain expert such as a legal practitioner with little computing knowledge. The approach is illustrated using a case study on the design of an online expert system that allows a user to navigate through complex legal options in the domain of International Family Law. In accordance with ethical principles and standards, researchers conducting studies with children are expected to seek assent and respect their dissent from participation. Little attention has been given to assent and dissent in research with toddlers, who have limited cognitive and emotional capabilities. We discuss research with toddlers in the context of assent and dissent and propose guidelines to ensure that research with toddlers still adheres to ethical principles. These guidelines include designing engaging studies, monitoring refusal and distress, and partnering (...) with parents. Research with toddlers requires flexibility and creativity to respect toddlers in the context of their developmental capabilities. (shrink)

The evidence of alienation with respect to work, daily life, politics and inclusion is widespread and has much to do with the increasing influence of right wing populism. Marx changed the basis for his thinking about alienation from a subjective humanist to an objective historical materialist basis. But the relations between the two forms of alienation cannot easily be severed. The contemporary conditions producing subjective states of alienation need to be investigated, chief among these is the rise of personal indebtedness (...) that forecloses upon future possibilities and restricts freedoms. Debt peonage and alienation are in our times a primary material basis for increasing subjective states of alienation. (shrink)

The paper explores ways to bring the approaches of J. Habermas and M. Foucault into a productive dialogue. In particular, it argues that Habermas's concept of deliberative democracy can and should be complemented by a strategic analysis of the state as it is found in Foucault's studies of governmentality. While deliberative democracy is a critical theory of democracy that provides normative knowledge about the legitimacy of a given system, it is not well equipped to generate knowledge that could inform the (...) choice of strategies employed by actors from civil society — especially deliberative democrats — vis-à-vis the state to pursue their goals. This kind of strategic knowledge about strengths and vulnerabilities of a given state is provided by Foucault's reading of the state as driven by varying governing rationalities. Since, particularly in his later works, Habermas finds strategic action normatively acceptable under certain circumstances, I argue that societal actors could profit from an integrated approach that incorporates Foucault's strategic analysis into the framework of deliberative democracy. This approach would yield critical knowledge of both a normative and strategic, action-guiding nature. (shrink)

Reinventing Geography. In this interview with the British journal New Left Review, David Harvey summarises the main stages of his trajectory, from his first works, which were positivistic in inspiration, to his conversion to Marxism and from his fieldwork to his theorisation of urban space, to his reflections on postmodernity and the transformation of contemporary capitalism, particularly in its global aspects. The following interview was conducted on July 13, 2009 at the JFK Institute for Graduate Studies, Freie Universität in Berlin, shortly after a conference, entitled “Class in Crisis: Das Prekariat zwischen Krise und Bewegung,” at which Harvey delivered a keynote address. The conference, organized by the Rosa Luxemburg Foundation, engaged the political, socio-economic, and conceptual dimensions of the so-called precariat class. The precariat (das Prekariat or la précarité) is typically defined by short-term employment, persistent marginalization, and social insecurity—something of (...) a fragmented urban underclass whose precariousness is increasingly evident in traditionally middle-class economic life. While the concept of the precariat has yet to take root in English-language social theory, the work of Loïc Wacquant (who also delivered a keynote at the Berlin conference), for example, has been popularizing it. This paper discusses basic critical realism within the context of economic anthropology and develops an approach to studying material relations between people. A diachronic form of analysis, following the work of Bhaskar and Archer, is described as a practical means of analysing property rights. This new approach emphasises epistemic relativism and ontological realism in order to compare disparate forms of human interaction across cultures. The aim of doing this is to develop a philosophical framework that allows for the comparison of (...) economic practices without resorting to judgemental relativism. The implications are significant for institutional economics and anthropology alike, particularly for researchers examining multiple overlapping practices such as market and gift exchange. (shrink)

In 2011, Ingmar Riedel‐Kruse's bioengineering laboratory at Stanford University publicized an application that uses paramecia for what the researchers termed “biotic games.” These games make use of living organisms, computer programs, and lab equipment to implement games like Pong, Pac‐man, and soccer. Gamesand related activities are often considered nonserious or trivial, whereas life, biological systems, and science are treated very seriously in moral analysis and public perception. The manipulation of living matter frequently engenders at least some controversy in the marketplace (...) of ideas, and using living things in games is no exception. Some of the objections lodged against biotic games have appeared in the ethics literature on similar topics; however, the addition of an entertainment element introduces some objections distinct from those about similar cases, as the online comments vividly illustrate. We aim to explore and address the objections in this paper, using the comments to organize and launch the discussion. In scientific work, there is typically a presumption of some prospect of translation and application of generated knowledge for public benefit. In the case of biotic games, these applications are not self‐evident. Because of this, a serious analysis of the justifications, limitations, and features of biotic games is warranted. To this end, we outline key ethical limits that ought to be placed on these activities as well as the obligations that these activities generate for researchers, other professionals, and lay people who design, implement, use, and play them.
